A play bow is a social signal indicating that it is ready to chase or wrestle. In this case, it was both.
However, foxes only hold the bow pose for a quick couple of seconds, compared to dogs who will hold it for longer.
Play time is essential for kits, not only to help shake off their every-growing energy, but to practice their hunting skills from the safety area of their den. You'll often see them at their most energetic at dawn and dusk, but kids will be kids and play whenever the feeling strikes.
